I'm thinking i could put a glow-in-the-dark coating on one of my bikes since it's original color is white anyhow... Hmmmms. Anyone know of a good glow-in-the-dark paint that would go well on metal?

Neato! Definitely do it.
RustOleum has some glow-in-the-dark latex paint that looks pretty cool and will stick to metal, but it's only rated for indoor use. :-\ Y'know, for painting stars & moons on your bedroom walls. Maybe use that, and then hit it with automotive clear coat afterwards?
there is also spray on glass beads I think, like the stuff used in stop signs. A combo of those two with a clear coat would be AWESOME! you should totally do this.
